Paul Boulter is a specialist in transport-related emissions and air quality, and he has a detailed knowledge of the science, legislation and policy. His areas of expertise include the development and application of emission models, emission inventory methodologies, and air quality impact assessment methodologies. Paul’s work in the field of road transport has also covered in-service emission test procedures, the characterisation of vehicle-derived particulate matter, and air pollution in and around road tunnels.
Paul is an experienced project manager who has worked with a wide range of clients, including the Commonwealth Government, NSW EPA, NSW RMS, the UK Government, and the European Commission. He has led multi-disciplinary teams on several projects – involving scientists, engineers, health specialists and economists. Paul has managed air quality assessments for various road and airport projects and policies, and is currently overseeing the air quality assessment services for the WestConnex project in Sydney.
